Our compliance check

Every Iraq order goes through a compliance check before we quote. We check who the buyer is and where the car will go. We may decline an order. We do this because of the rules below and because the supplier contracts name the destination country.

Which brands can go to Iraq

Zeekr and Lynk & Co set which countries a car may be sold into. Iraq is not on the closed lists we hold on 2026-10-30. For the other brands in this guide we hold no closed-country rule for Iraq, and we have not asked every supplier. The written answer for your order counts, because rules can change.

Official dealers: our dealer list of 2026-10-27 shows no official dealer in Iraq for Zeekr, Lynk & Co or Avatr. For the other brands we hold no dealer record either way. If we find an official dealer for your brand, we tell you in the quote and send you to that dealer. We never present a dealer's cars as ours.

Avatr cars are exported only through Avatr's official authorised channels (CRAVEUO model page, checked 2026-10-28). Ask us what is available.

Yangwang, Denza and Fangchengbao: supply to be confirmed — ask us.

The premium range we quote for Iraq

One line per car: body type and powertrain. Facts come from the key facts on our model pages (`car-geo.json`, checked 2026-10-28), which cite the sources in brackets. Versions, batteries and colours are on each model page. Which version we can supply is confirmed in the written quote.

SUV

  • Zeekr 9X: large SUV; plug-in hybrid (PHEV), 2.0T petrol engine plus electric motors, all-wheel drive [1].
  • Zeekr 8X: large SUV; PHEV, 2.0T petrol engine plus electric motors, all-wheel drive [2].
  • Lynk & Co 900: full-size SUV; PHEV, 1.5T or 2.0T petrol engine plus electric motors [3].
  • Voyah Taishan: six-seat SUV; PHEV, 1.5T engine plus dual motors, all-wheel drive [5].
  • IM LS7: SUV, 5 seats; battery electric (BEV), dual-motor all-wheel drive [6].
  • IM LS9: six-seat SUV; extended-range electric (EREV), a 1.5 L engine charges the battery, dual motors [7].

MPV

  • Zeekr 009: MPV; BEV, single motor or dual-motor all-wheel drive [8].
  • Maextro V800: 7-seat MPV; EREV, dual-motor all-wheel drive [9].
  • Maextro V680: 7-seat MPV, shorter wheelbase than the V800; EREV, dual-motor all-wheel drive [9].
  • Voyah Dreamer: 7-seat MPV; PHEV in the 2026 model, a pure-electric version is also listed [10].
  • Voyah Dreamer 9: 7-seat MPV; PHEV and pure-EV versions [11].

Saloon (sedan)

  • Maextro S800: luxury saloon, 4 or 5 seats; EREV and battery-electric versions, all-wheel drive [13].
  • Avatr 12: fastback saloon, 5 seats; EREV and BEV versions [14].

Sports

  • MG Cyberster: two-seat soft-top roadster; BEV, rear-drive or dual-motor all-wheel drive [15].

Pure-electric passenger cars need a Chinese export licence from 2026-01-01 (MOFCOM Announcement 2025 No. 54, issued 2025-09-26) [16]. For plug-in hybrids and EREV cars, ask the exporter which rule covers them.

What the price is made of

Your written quote names the exact model, version, colour and trade term. A landed price has these parts:

  1. China price of the car.
  2. Export costs in China.
  3. Sea freight to Iraq.
  4. Customs duty.
  5. Taxes and deposits.
  6. Clearance: customs broker, port and inspection charges.
  7. Registration.

We state which parts our quote covers. Duty, taxes and clearance are paid in Iraq. How the trade terms differ is in our FOB, CIF and landed price guide.

Duty and taxes in Iraq

The rules below come from news reports of statements by Iraqi officials, each with its date. We found no Iraqi legal text for the 2026 car tariff. Before every shipment we check Iraq's import requirements in writing.

  • Customs duty: 15%. The head of the General Authority of Customs said that from 2026-01-01 the customs duty on all cars is 15%. He gave Cabinet Resolution No. 957 of 2025 as the basis (Iraqi News Agency, late December 2025; Global Trade Alert dates the announcement 2025-12-30) [19][20]. The Ministry of Trade spokesman said the duty would be "15% or more" depending on vehicle type and environmental and technical efficiency (Kurdistan24, 2025-12-14) [18]. Kurdistan24 reported on 2026-02-21 that the Cabinet confirmed enforcement of 15% on model year 2025 and newer cars, after an earlier suspension [22].
  • No electric-car exemption to plan on. On 2026-10-25 the head of Iraqi customs told Rudaw that reports of exemptions for electric and hybrid cars are "incorrect". He said the table circulating online comes from an earlier Cabinet decision that is no longer in force. Rudaw adds that all car types now pay 15% [21].
  • Pressure to change it. The Speaker of Parliament asked on 2026-02-08 for a 90-day pause and a 5% rate for hybrids [23]. We found no change. The customs head restated 15% on 2026-10-25 [21]. Rates can move, so your written quote states the rate used.
  • Other taxes and deposits. A Baghdad Chamber of Commerce spokesperson said tax deposits amount to 3% (Shafaq News, 2026-08-24) [26]. Whether and how this applies to cars, and any VAT or sales tax on cars, are to be confirmed with a licensed Iraqi broker.
  • Pay duties first. The Cabinet approved on 2026-08-18 an advance-payment system from 2026-10-01. Importers deposit the funds for a foreign transfer with a licensed bank. The bank does not send them abroad until estimated duties and tax deposits are paid through the ASYCUDA system [26]. We have not checked how this works in practice. Ask your bank and your broker before you order, because it can affect when the 70% payment leaves Iraq.
  • Kurdistan Region. It has its own rules. The Kurdistan Region Ministry of Interior bans right-hand-drive imports and requires a Certificate of Conformity. It treats a vehicle with 200 km or more as not zero-kilometre (Channel8, 2025-12-20) [27]. Customs in the Region are being aligned with the federal 15% (Channel8, 2026-04-09) [28]. Tell us if your car goes to the Region.

Standard 167 and conformity

  • What it is. The Iraqi technical requirement No. 167, reported as "standard 167", is issued under the Central Organization for Standardization and Quality Control (COSQC), part of the Ministry of Planning [17][24].
  • Since when. It is mandatory from 2026-01-01 and covers imported vehicles of model year 2025 and newer (Ministry of Trade spokesman, Iraqi News Agency, 2025-11-26) [17].
  • Whom it covers. The head of COSQC said it applies to every car entering Iraq, whatever the country of origin, and that new cars must comply whatever their type or colour. He said it focuses on energy and safety (Al-Mada, page undated, late 2025) [24].
  • What it keeps out. Damaged cars (serious accidents, flooding, fire) are banned for good [17]. Kurdistan24 also lists low-efficiency, high-fuel-use cars among the types the requirement keeps out [18]. The texts we read do not define the limits.
  • Inspection. The Ministry of Trade said inspection, registration and conformity run through an electronic platform (Kurdistan24, 2025-12-14) [18]. COSQC's website lists a vehicle conformity-assessment request service. Its page needs a login, and a second COSQC page says "coming soon" (checked 2026-10-30) [25].
  • What we do not know. These points also come from news reports, with their dates. We could not find the text of the requirement or its checklist. We do not know whether a China-market version passes it. That is the main reason for our compliance check, and it is to be confirmed with a licensed Iraqi broker.

Age rule

We found no official federal age rule for new cars. A new car does not raise the age question. The model-year line of requirement 167 is model year 2025 and newer [17]. Anything else about age is to be confirmed with a licensed Iraqi broker.

Port and shipping

  • Port. Umm Qasr, in Basra province, is Iraq's primary gateway for seaborne trade (Shafaq News, 2025-12-13) [29]. The state ports company opened a direct roll-on, roll-off line between Port Rashid in Dubai and Umm Qasr on 2025-12-25, and said preparations at Umm Qasr to handle roll-on, roll-off cargo were complete (Iraq Business News, 2025-12-28) [30]. Whether your car goes by roll-on, roll-off or container is stated in the quote.
  • Gulf shipping is disrupted. Umm Qasr lies inside the Gulf, so sea routes pass the Strait of Hormuz. Lloyd's List Intelligence counted at least 28 reported and confirmed attacks in the strait and nearby waters in October up to its brief of 2026-10-22 [31]. The sailing schedule, the route and the war-risk cover are what the shipping line confirms in writing when you order. We do not assume a sailing to Umm Qasr before that, and we do not promise a delivery date.
  • Batteries. Batteries ship as UN 3556, Class 9 dangerous goods, mandatory since 2026-01-01 [33].

Charging

China-market cars use a GB/T plug, AC and DC (model pages, Akyga 2025-08-27) [34]. Iraq is listed with Type 2 (AC) and CCS 2 (DC) (World Standards, updated 2026-01-25) [32]. Ask the exporter which inlet your version has and plan an adapter or a home charger.

How inspection works

  1. Before you pay. You get the VIN and a walk-around video of the real car, filmed the same day.
  2. Before we quote. The compliance check above.
  3. In Iraq. Conformity with requirement 167 and customs inspection. Your licensed Iraqi broker confirms the steps for your car.

Registration

We did not verify the registration steps. The Kurdistan Region requires a Certificate of Conformity [27]. For federal Iraq, ask a licensed Iraqi broker. Nobody can promise registration.

How buying works

  1. Written quote. Send your country, model, version and colour. After the compliance check, the quote names the exact car, the trade term and what the price includes.
  2. Contract. You sign with the licensed exporter named in the quote. The contract names Iraq as the destination. We take no payment before it is signed.
  3. VIN and video. You get the VIN and a walk-around video of the real car, filmed the same day.
  4. 30% deposit. Paid to the company account named in the contract.
  5. 70% before shipping. Paid to the same account.
  6. Export declaration and bill of lading. The licensed exporter declares the car in China. The carrier issues the bill of lading when the car is loaded.
  7. Clearance and registration. A licensed Iraqi broker clears the car. You pay the duty and taxes Iraqi customs assesses. We do not promise a delivery date.

Never pay a personal account or a name that differs from the contract. Warranty terms are the maker's, in writing. CRAVEUO EV Export does not promise warranty. Ask for the written terms of your exact version and the name of a workshop in Iraq before you pay.
