How to Import a Chinese EV into Nigeria (2026)

Esta página está en inglés.

Updated 27 Oct 2026. Craveuo is an export platform, not a car brand and not a dealer of any brand. We do not clear customs in Nigeria, so use a licensed Nigerian customs agent. Nothing here is a promise, legal advice or a quote.

Short answer

Nigeria Customs guidelines, as reported, exempt battery-electric cars from import duty and VAT with a certificate; hybrids and luxury vehicles valued at US$100,000 or more are excluded [1][2].

Is an electric car duty-free in Nigeria?

Two press reports of the Nigeria Customs Service guidelines, issued by the Federal Ministry of Finance, give the same picture: PRNigeria on 31 July 2026 and electrive on 11 August 2026 [1][2].

  • Pure electric (battery-electric)

Exempt, with an Import Duty Exemption Certificate [1][2]

  • Extended-range electric (EREV) with at least 200 km electric-only range

    Exempt, with the certificate [1][2]

  • Hybrid (petrol-electric or diesel-electric)

    Not exempt [1][2]

  • Dual-fuel CNG/petrol or CNG/diesel

    Not exempt [1]

  • Luxury vehicle valued at US$100,000 or more

    Not exempt [1]

  • Certificate. Importers must obtain an Import Duty Exemption Certificate (IDEC) from the Federal Ministry of Finance and comply with all applicable import rules [1]. Apply to the Ministry directly, and be wary of middlemen who ask for money upfront (our advice).
  • What the reports do not say. Neither report gives the date the exemption starts, a rate, or the IDEC application steps [1][2]. Confirm all three with a licensed customs agent.
  • Other charges. The Nigeria Single Window page for vehicle imports lists customs duties, VAT at 7.5% where applicable, a CISS levy of 1% of CIF value and a National Automotive Council levy [3]. We found no source saying whether the last two apply to exempt electric cars.
  • Green Tax. A surcharge from 1 July 2026 applies to cars of 2,000 cc and above (2% from 2,000 cc to 3,999 cc, 4% from 4,000 cc). Legit.ng, citing Punch, says electric vehicles are not subject to it [4].

Who can import a car into Nigeria?

The Nigeria Single Window page (last updated 19 March 2026) says licences, permits and certificates can be processed "as an organisation or an individual", but customs clearance needs a licensed customs agent [3]. We found no source that separates personal buyers from companies for the exemption certificate, so confirm this with your agent.

The page lists these steps [3]:

  1. Register: Corporate Affairs Commission, tax ID and Single Window account.
  2. Confirm the HS code and the duties, levies and agency requirements.
  3. Apply for SONCAP and NESREA approvals.
  4. Obtain Form M through a designated bank on the B'odogwu platform.
  5. Obtain the Pre-Arrival Assessment Report (PAAR) from Nigeria Customs on the same platform.
  6. Clear customs, pay duties, VAT and levies, pass inspection and collect the car.

Documents named on the page: a commercial or proforma invoice, Form M, the Bill of Lading, the Combined Certificate of Value and Origin, a packing list, the insurance certificate and product certificates such as SONCAP [3]. We found no official source for registration steps after clearance, so we do not describe them.

Drive side and age limit

The sources disagree, so confirm both points before you order:

  • Age. Legit.ng (18 August 2026), citing the Customs prohibition list, says used vehicles more than 12 years old from their year of manufacture are prohibited [4]. The Single Window page says vehicles over 15 years old are banned [3]. A new car avoids the question.
  • Steering side. Legit.ng says imported vehicles intended for normal registration are generally required to be left-hand drive [4]. The Single Window page says only right-hand-drive vehicles are permitted [3]. The two statements conflict. Ask a licensed customs agent which applies to your car.

Certificates and inspection: SONCAP, NESREA and VehCAP

  • SONCAP and NESREA. The Single Window page lists SONCAP and NESREA approvals as part of the import steps [3].
  • VehCAP. The Standards Organisation of Nigeria (SON) and the National Automotive Design and Development Council (NADDC) launched the Vehicle Conformity Assessment Programme on 31 March 2026. The minister said all new and used vehicles must obtain VehCAP certification before import clearance, registration or licensing, and that non-compliance would attract seizure and sanctions [5].
  • Enforcement. A later government statement, reported on 7 April 2026, says vehicles arriving without VehCAP certification will not be stranded or arbitrarily seized. They go through regular customs clearance, then destination inspection and in-country conformity checks at designated testing centres. Importers get a 90-day transition window after full commencement [6]. Ask your agent which route applies when your car arrives.

Shipping a car from China to Nigeria: route and time

Grimaldi launched what Cyprus Shipping News called the first direct ro-ro service between China and Nigeria in July 2024. Its first vessel unloaded new cars from Shanghai at Tin Can Island port in Lagos. The service ran monthly, with 27 days between Shanghai and Lagos [7]. We found no 2026 schedule, so ask your forwarder for current sailings. Battery-electric cars are declared as UN 3556, Class 9 dangerous goods, mandatory since 1 January 2026 [8].

China-side rules

Pure-electric passenger cars need a Chinese export licence from 1 January 2026 [9]. The licensed exporter handles it, which is why the contract is signed with a licensed export company.

Can you import a used car from China to Nigeria?

This guide covers new cars. For used cars, two sets of rules apply:

  • China side. A car registered 180 days or less before export needs the maker's after-sales confirmation, from 1 January 2026 [10].
  • Nigeria side. The age limit is reported as 12 years [4] or 15 years [3] (see above). VehCAP applies to used vehicles as well as new ones [5].

Door delivery

Our default quote is delivered to your door on DAP terms, with a local customs agent we recommend. It is not DDP: you pay the taxes Nigerian customs assesses. The seller on your contract is a licensed Chinese export company, and we take no payment before a signed contract. We cannot promise registration or warranty. Yes. Luxury vehicles valued at US$100,000 or more are not exempt [1].

A pre-shipment conformity programme launched by SON and NADDC on 31 March 2026 for new and used vehicles [5]. Cars that arrive without it are reported to go through destination inspection [6].
