How to import a Chinese electric car to Uzbekistan (2026)

CRAVEUO EV Export · Sources last checked 2026-10-28

Quick answer

Yes, a private buyer can import an electric car from China into Uzbekistan for personal use: electric cars are exempt from import duty. Importing cars for resale is reserved for official dealers (Kun.uz, 2024-04-02), so CRAVEUO works with private buyers only. In the first half of 2026 Uzbekistan imported 37,874 electric cars, 37,560 of them from China (stat.uz).

Ship the car from China by rail or truck through Khorgos and Kazakhstan, or by sea plus rail, then clear it in Uzbekistan with a licensed customs broker who handles the utilization fee, VAT and conformity certification.

Key facts

  • Example 1: Roewe Jiayue 07

Range-extender (EREV). The official page lists a 44.2 kWh battery, CLTC pure-electric range of 220 km or 320 km, and combined range "up to 1480 km". Checked 2026-10-28

  • Example 2: Geely Galaxy M9

Plug-in hybrid ("EM-P" system). The official page states CLTC combined range "1500+ km"; battery capacity is not stated. Checked 2026-10-28

  • Brand sales policy

Some Chinese brands restrict sales to certain Central Asian countries — confirm the brand's regional sales policy before you order

  • Steering

Left-hand drive for China-market versions. Confirm on the order

  • Typical transit time

Depends on route. A record container train ran Xi'an to Tashkent via Khorgos in 5 days (Astana Times, 2024-08-05). That is a container train, not a typical car shipment. Your quote states the schedule

  • Main documents

Commercial invoice, packing list, transport document (rail waybill or bill of lading), certificate of origin, export declaration, vehicle certificate

  • Export customs (China)

A licensed Chinese exporter declares the car

  • Where duties are paid

Uzbek customs, on clearance in Uzbekistan

Step by step: from order to your door

  1. Choose model, version, colour and delivery city. Say whether you import as an individual or a company, because Uzbek rules may differ.
  2. Confirm the brand's regional sales policy for Uzbekistan, then ask the seller which licensed Chinese company will declare the car for export.
  3. Sign the contract and invoice. Pay only to a company bank account whose name matches the invoice.
  4. The exporter declares the car in China. Route options:
  • Rail: from China through the Khorgos crossing, across Kazakhstan, into Uzbekistan. The Astana Times report names the Khorgos and Saryagash border stations.
  • Truck: the same corridor by road. Ask the carrier which transit permits apply.
  • Sea plus rail: the car goes by sea to a third-country port, then continues by rail or truck. The quote names every leg.
  1. You receive the transport documents and appoint a licensed customs broker in Uzbekistan.
  2. The broker files the import declaration, arranges conformity assessment, and you pay the fees and taxes.
  3. Register and plate the car in Uzbekistan. We could not verify the current steps: confirm with a licensed customs broker.

Import rules in Uzbekistan

  • Customs duty and excise: electric cars imported into Uzbekistan were exempted from customs duty, excise and vehicle taxes in 2019 (Kun.uz, 2024-07-26). We did not find the 2026 official text, and we could not confirm whether range-extender and plug-in hybrid cars get the same treatment: confirm with a licensed customs broker.
  • Utilization fee: raised on 1 May 2025 for imported electric vehicles: 120 base calculation units for vehicles under three years old, 210 units for older ones (Kun.uz, 2025-05-01). Whether it applies to hybrids and range-extenders: confirm with a licensed customs broker.
  • VAT: standard rate 12%; on imports the base is customs value plus duties and excise (PwC Tax Summaries, reviewed 2026-08-27).
  • Standards and certification: new category M and N wheeled vehicles are assessed against the General Technical Regulation on the Safety of Wheeled Vehicles; Euro-4 verification stays part of conformity assessment (Cabinet Resolution 597, 19 September 2025, gov.uz).
  • Age limit: not verified for new cars. Confirm with a licensed customs broker.
  • Registration: not verified. Confirm with a licensed customs broker.

Export from China in 2026

Since 1 January 2026, pure-electric passenger cars need a MOFCOM export licence (Announcement 2025 No. 54, checked 2026-10-28). The licence notice covers pure-electric cars only. Plug-in hybrids and range-extenders, such as the two examples above, fall under MOFCOM's 2012 rules, which tie car exports to carmaker qualification and carmaker-authorised export operators. In practice the car is declared by a licensed exporter, not by the buyer. Ask any seller which licensed company will declare your car.

Documents you will receive

Your contract should list each of these: commercial invoice, packing list, rail waybill or bill of lading, certificate of origin, export declaration, and the vehicle certificate and technical documents your Uzbek broker needs for certification.

Common questions

Does a China-spec electric car come with a warranty?
Warranty terms are set by the carmaker. CRAVEUO EV Export does not promise a warranty. Ask for the written terms of your exact version and the name of a workshop in Uzbekistan before you pay.
Which charging plug will it have?
Uzbekistan is listed as Type 2 (AC) and CCS2 (DC); China uses GB/T (World Standards, updated 2026-01-25). Ask which inlet your version has and plan the adapter or home charger.
Is it left-hand or right-hand drive?
China-market versions are left-hand drive. Confirm the steering side on the order.
How do I pay safely?
Pay only to a company bank account matching the invoice. Never pay an individual. Ask for the exporter's company name and check it before the final payment.
How long does it take?
It depends on the route, border processing in Kazakhstan and conformity assessment in Uzbekistan. The quote gives the schedule. We do not guarantee a date.
