How to import a Chinese electric car into Ukraine (2026)

Questa pagina è in inglese.

Quick answer

The VAT exemption for electric cars ended on 1 January 2026. Imports now pay VAT under the general rules, at 20%, plus an excise of 1 euro per kWh of battery. Duty is reported as 0% by a broker quoting customs. A person can declare a car without a broker. The step to prepare for is registration: first registration needs a certificate of conformity, and for a new car it comes from the manufacturer or its representative when the car matches a certified type. A China-market car outside that needs a certification body.

What you pay

  • VAT

    Pure electric: 20%, under the general rules since 1 Jan 2026

    Source level: Tax Service, 15 Jan 2026

  • Excise

    Pure electric: 1 euro per 1 kWh of battery capacity (codes 8703 80 10 10 and 8703 80 90 10)

    Source level: Customs Service

  • Import duty

    Pure electric: 0%

    Source level: A customs broker's blog, July 2026, quoting the Customs Service. We did not read the tariff itself

  • Pension fund fee at registration

    Pure electric: Not charged on electric-only cars

    Source level: Same blog, quoting the Main Service Centre

Excise is small next to VAT. As our own arithmetic, a 60 kWh battery means 60 euros. The VAT base includes customs value and excise, so the car's declared value drives the bill.

The EU's extra duties on China-built cars (Regulation 2024/2754 (search excerpt, not opened)) do not apply. Ukraine is not an EU member. China was the main supplier (search excerpt, not opened) of electric cars under the earlier relief, according to the Customs Service.

Pay attention to plug-in hybrids. The customs page gives them a separate excise of 100 euros per car, under different codes. This guide covers pure electric cars only.

Certificate of conformity

The Main Service Centre of the Interior Ministry says first registration needs a certificate of conformity, issued under Cabinet Resolution 738 of 2011 and Order 521 of 2012. A June 2026 note explains who issues it:

  • the manufacturer of a new car or its authorised representative, if the car matches a certified type;
  • authorised certification bodies, for used cars and in other cases set by law.

Used imports can instead rely on a certificate recognising a foreign certificate. So a China-market car is not simply refused, but we found no official page describing the case of a new car with no certified type in Ukraine. Ask a certification body before you order. The list of bodies is on the Ministry for Communities and Territories Development site.

The system is changing. Trade press reports an electronic register of certificates from 1 September 2026, and a new technical regulation from 27 September 2026, with certificates issued only in electronic form. We could not read the regulation itself. Check that a body's list and procedure are current.

At customs

The Customs Service page sets these steps for a person importing a car:

  • file a preliminary declaration, valid for entry for 30 days;
  • after the border, bring the car to the clearance office within 10 days;
  • show an invoice, proof of ownership, and a document on the environmental level.

Heading 8703 clears only at Euro 6 or better for new cars, and Euro 2 for used. The page does not say how this works for a car with no engine. A broker's blog says customs does not ask for the certificate of conformity, but it asks for the environmental document. Ask what your office accepts.

Other limits

  • Used cars

    Same VAT and excise. Registration needs a certificate confirming design and condition (June 2026 note)

  • Planned change

    The ministry plans technical inspection instead of certification for used imports (trade press). Not in force when we checked

  • Charging

    Some public sites offer GB/T with Type 2 and CCS2 (company release (search excerpt, not opened)). We found no official national connector rule

  • Steering

    No official rule found. China-market cars are left-hand drive

Send your country, model and version through the inquiry form. We tell you whether we can supply that car before any contract.

How an order works

  1. Ask a certification body how your exact version gets a certificate of conformity.
  2. Ask the exporter for manufacturer data and battery capacity on paper, since excise depends on it.
  3. Sign with the licensed Chinese export company. Nothing is paid before it is signed, and payment goes only to the company account on the invoice.
  4. File the preliminary declaration, pay excise, duty and VAT, and clear the car.
  5. Get the certificate, then register at a Ministry of Internal Affairs service centre.
