How to import a Chinese electric car into New Zealand (2026)

Questa pagina è in inglese.

CRAVEUO EV Export · Sources last checked 2026-11-01 · General information, not legal advice. We do not clear customs in New Zealand. Nothing here is a promise or a quote.

Quick answer

New Zealand drives on the left and its steering rule bars left-hand-drive cars under 20 years old from entry certification, with narrow exceptions. China-market electric cars are left-hand drive, so buying one in China is not a practical route for a normal road car. You would need a factory right-hand-drive version with the right evidence, or a certified conversion, or a rare permit. Customs duty on cars is 0% and GST is 15%. Light electric cars pay Road User Charges of $76 per 1,000 km.

We have no confirmed right-hand-drive supply for this market, so a price shown elsewhere on this site for this market is a list estimate, not an offer.

How we checked

NZTA's websites refused our automated requests during this check, and we did not work around that. Everything marked "NZTA excerpt" comes from search-engine excerpts of the NZTA page, not a direct reading. NZ Customs pages we read directly. Ask an entry certifier to confirm any NZTA point before you spend money.

The left-hand-drive rule and its exceptions

  • Convert to right-hand drive

Conditions: The car becomes a low-volume vehicle and needs certification under the Low Volume Vehicle Code by a specialist certifier (LVVTA standard)

Fit for a family electric car: Possible on paper. Cost and whether a certifier accepts a given electric car: not found

  • Category A permit

Conditions: New Zealand citizen or resident, no such permit in the last 2 years, applied for before certification, at most 500 a year. Not for hire or commercial use; no sale or lease for 4 years. The permit lapses if the car is not inspected within 6 months (Technical Bulletin 33; rule, NZTA excerpts)

Fit for a family electric car: Narrow, see below

  • Category B

Conditions: Light vehicles 20 years or older (categories, NZTA excerpt)

Fit for a family electric car: No

  • Categories C1 to C5

Conditions: Dual-control, specialist and motorsport vehicles (categories, NZTA excerpt). We did not read all of them

Fit for a family electric car: No

The Category A wording differs between NZTA sources. One page talks of special-interest cars, such as a collector's item, a low-volume model or a two-door coupe or convertible. The rule and bulletin add that the model must not have been built in right-hand drive and must be high-performance as built. We read that as closing the door on an ordinary family electric car, and on any model the maker also builds in right-hand drive. Ask NZTA, not us.

Standards: frontal impact, stability control, exhaust

Frontal impact

Accepted evidence includes a statement of compliance from the manufacturer's representative, an ADR plate, or an EC whole-vehicle approval plate. A list covers mainly 1990s cars (VIRM 3-2, NZTA excerpt). If the list says a car fails, it cannot come in (NZTA, NZTA excerpt).

Statement of compliance

It may come from an authorised manufacturer's representative, and availability varies by brand (NZTA, NZTA excerpt). We read this as the real test for a Chinese brand: is there a representative who will sign for that car? For any one model, not found.

Exhaust

NZTA says a battery electric car must show it meets safety standards but needs no evidence of emissions or fuel consumption. Hybrid and plug-in cars need both (NZTA, NZTA excerpt). The current emissions table sits in VIRM 11-2 and matters if you consider a plug-in. How the Clean Vehicle Standard applies to one private electric car we did not confirm.

Disabled airbags

A car with disconnected airbags cannot be entry certified (NZTA, NZTA excerpt). For a left-hand-drive car, the importer must show that no recall is open.

Customs and GST

The car rate is 0%. Customs says rates can change before goods arrive. GST is 15% on customs value, duty, shipping and insurance. Goods levies also apply; the amount for a car entry we did not find. The duty and GST relief for someone moving to New Zealand depends on 12 months of ownership and use before shipping, so a new car bought for the move does not fit.

Road User Charges

Light electric cars have paid since 1 April 2024, at $76 per 1,000 km. Plug-in hybrids pay $38 because they also pay petrol tax. We found no change to the rate for 2026 (NZTA table, NZTA excerpt). The government plans to move all light vehicles to the charge, with no date set. Buy distance in advance through NZTA.

How an order works

Send your country, model and version through the inquiry form. We tell you whether we can supply that car before any contract.

  1. Talk to an entry certifier before you commit. Ask what evidence that exact car needs.
  2. If the car is right-hand drive from the factory, ask the seller for the plate or statement of compliance, and who signs it.
  3. Get a written quote from the export company named in the contract.
  4. Sign the contract. Nothing is paid before it is signed, and payment goes only to the company account on the invoice.
  5. Pay GST to Customs, pass the border check and entry certification, register the car and buy your first Road User Charges licence.

Domande frequenti

Can I register a China-market left-hand-drive electric car?
As a rule, no, unless it fits a narrow category or is converted and certified.
Can I convert it after import?
The rule allows a certified conversion. NZTA enforces the left-hand-drive limit at registration, not import, so the risk is yours if a certifier says no.
Is there duty on electric cars?
Cars are 0%. GST of 15% applies.
Do I pay fuel tax or Road User Charges?
A battery electric car pays Road User Charges.
Do you have a right-hand-drive price?
No. See the note under Quick answer.
