How to import a Chinese electric car into Mongolia (2026)
Questa pagina è in inglese.
CRAVEUO EV Export · Sources last checked 2026-10-31 · General information, not legal advice. We do not clear customs in Mongolia. Nothing here is a promise or a quote.
Quick answer
We found no ban on importing a new Chinese electric car into Mongolia. Expect 10% VAT and a reported 5% duty. Mongolian Customs lists excise on an electric car up to 3 years old at MNT 375,000, but private guides say zero, so ask your broker which applies. The bigger question is the plate: Ulaanbaatar stopped new plates for imported vehicles in November 2024. Green plates for electric cars were approved in April 2026, but we found no text saying they solve this.

Excise: why we use the Customs figure
Three sources disagree, and the gap matters less than it looks. MNT 375,000 is small against the car's value.
- The law: Excise Tax Law, Art. 6.8 lets the Government set electric-car excise at 0–50% of the standard rate. Automatic exemption ended in 2017.
- The Government: A 2018 Ulaanbaatar notice says Resolution 164 of 2017 set the rate at 50%, and that the mayor asked for 0% from 2019. We did not find whether that was granted.
- Customs: Its page has a separate electric-car row. The 0–3 year figure, MNT 375,000, is half the smallest petrol band.
- Private guides: One says the reduction is currently applied at zero, and others say electric cars are exempt. None cites a resolution.
We treat MNT 375,000 as the planning figure until a broker shows a current resolution. New cars fall in the 0–3 year band.
If duty is 5%, the charges on a new electric car work out as 15.5% of customs value plus MNT 412,500. That is our arithmetic: 5% duty, the excise, then 10% VAT on value, duty and excise together. The order of VAT comes from vendor and dealer pages.
A hybrid uses a different Customs table, for example MNT 1,150,000 for 1,501–2,500 cm³ at 0–3 years. We did not find which table Customs applies to a range-extender car.
The 33% rule took effect on 10 Aug 2026. It applies to the part above MNT 360 million, on top of the Art. 6.3 amount. The same report says reductions for electric and hybrid cars remain. It does not say whether an electric car pays the 33%.
Plates in Ulaanbaatar: ask before you buy
This is what decides whether the car works in the capital.
8 Feb 2024
City council set a limit of 730,000 plates
8 Nov 2024
1 June 2025
Added criteria: built within 10 years, and a technical inspection in the country of export
June 2025
2,727 plate requests lodged, none granted; owners can move a plate from a previous car
29 Apr 2026
Government approved green plates for battery cars and range-extender cars. Not for hybrids or plug-in hybrids
| Date | What happened |
|---|---|
| 8 Feb 2024 | City council set a limit of 730,000 plates |
| 8 Nov 2024 | New Ulaanbaatar plates for imported vehicles stopped |
| 1 June 2025 | Added criteria: built within 10 years, and a technical inspection in the country of export |
| June 2025 | 2,727 plate requests lodged, none granted; owners can move a plate from a previous car |
| 29 Apr 2026 | Government approved green plates for battery cars and range-extender cars. Not for hybrids or plug-in hybrids |
The green plate exempts these cars from the plate-number restriction. We read that as the driving restriction by plate number, not the 730,000 limit. No source we read says a green plate gets around the limit, and the rollout is in stages with no date given. The ministry's page calls range-extender cars eligible. A fact-check quotes a separate Government post placing plug-in hybrids in the green loan category, so check the plate and the loan separately.
Ask the Capital City Vehicle Registration and Control Center in writing, before any deposit, whether your exact car can get a plate. If you already hold a plate, ask whether it can move to the new car.
The inspection rule reads as aimed at used imports. We did not find whether a new car needs it. Ask, and tell us the answer, so that the paperwork can be planned.
Who can import
We found no official page saying whether a private person may import a car. A vendor guide says there is no nationals-only rule and no quantity limit. Treat that as unconfirmed.
A company buyer has one extra point: VAT paid on a passenger car is not deductible, Art. 14.6.1, unless selling cars is the company's stated business, Art. 14.7.
Route: Tianjin, Erenhot, Zamyn-Uud
Mongolia has no seaport. Goods landed at Tianjin and Qingdao gather at Erenhot's road port and go north to Mongolia, a Chinese report says. Zamyn-Uud is the Mongolian side. Track gauge changes at this border, 1,435 mm in China and 1,520 mm in Mongolia, so rail cargo is moved or re-bogied there.
A car built in China does not need the sea leg, so Tianjin only matters if the seller uses it. We found no official procedure or current data for whole new cars through Erenhot, and no freight rate we can stand behind. One vendor guide gives 1–3 weeks by rail after Tianjin and 3–7 working days at customs. Treat that as a rough figure.
Charging
- Connector: We found no source on which plug Mongolian public chargers use, GB/T or CCS2. China-market cars use GB/T. Ask before you order.
- Public network: We found no reliable count of chargers. The Government plans 500 Green Stations over two years, with 40 charging stations before August 2026, and we found no count of how many were built.
- City plan: 80 sites in Ulaanbaatar and 30 elsewhere were planned for 2026.
- Power: A UNDP notice for two Ulaanbaatar stations asks for 80 kW and 100 kW DC chargers. It names no plug.
- Home: Officials say 95% of owners charge at home. Plan for a home socket and check your building's supply first.
We found no test data for these cars in an Ulaanbaatar winter. Ask about battery heating for your exact version.
Models to ask about
China guide prices, not delivered prices. The prices shown are for the pure-electric versions. The G6 also comes as a range-extender car.
Type: Battery-electric
China guide price from: ¥109,800
Type: Battery-electric
China guide price from: ¥176,800
Type: Battery-electric
China guide price from: ¥298,000
| Model | Type | China guide price from |
|---|---|---|
| Aion V | Battery-electric | ¥109,800 |
| XPeng G6 | Battery-electric | ¥176,800 |
| NIO ET5 | Battery-electric | ¥298,000 |
The NIO ET5 price is with the battery bought, because Exported China-market cars come with the battery bought and can't use NIO battery swap or battery rental (BaaS) abroad; NIO's swap stations in Europe are for the cars NIO sells there. All these are China-market cars, so left-hand drive.
Send your city, model and version through the inquiry form. We tell you whether we can supply that car before any contract.
How an order works
- Ask the city registration centre whether your car can get a plate.
- Ask a Mongolian customs broker for the current duty, excise and VAT on your exact version.
- Get a quote from the licensed Chinese export company named in the contract. Pure-electric cars need a Chinese export licence.
- Sign the contract. Nothing is paid before it is signed, and payment goes only to the company account on the invoice.
- Your broker clears the car and you pay the taxes assessed. Then register it.
