How to import a Chinese electric car into Kuwait (2026)

Questa pagina è in inglese.

CRAVEUO EV Export · Sources last checked 2026-11-01 · General information, not legal advice. We do not clear customs in Kuwait. Nothing here is a promise or a quote.

Quick answer

The Commerce Ministry's own service page says a citizen or a company may import one vehicle every two years under a licence, and the vehicle must be under 10 years from its year of manufacture. Many shipping guides still say 5 years, and some say only nationals can import. We show those conflicts below. For customs release, the Public Authority for Industry works from the GSO conformity certificate, so GCC specification is the first thing to check. Duty is 5%, there is no VAT, and we found no relief for electric cars.

Key facts

  • Customs duty

What we found: 5% on customs value (goods, freight, insurance) for most goods

Source level: US Commerce guide, 2026-04-29

  • Relief for electric cars

    What we found: Not found

    Source level: No source

  • VAT

What we found: None. The 2026 to 2030 fiscal plan makes no provision for it

Source level: Tax news site, 2026-07-24, search excerpt. Some shipping guides list a 10% VAT; we found no Kuwaiti basis for that

  • Import licence

What we found: "Temporary import licence for cars and trucks". Asks for bill of lading and export certificate. Fee KD 7

Source level: Commerce Ministry, read directly, undated

  • Conformity

What we found: The Public Authority for Industry issues a technical evaluation certificate and a temporary release, tied to the GSO certificate. A declaration and pledge go with the vehicle

Source level: Public Authority for Industry, read directly

  • Used-car ban by type

What we found: From 22 May 2026 under Decision 33 of 2025: salvage, flood, fire, total-loss and lemon cars; service, government and modified vehicles; taxis and police cars

Source level: Public Authority for Industry, read directly

  • Kuwait Customs site

What we found: Did not load in two rounds of checks

    Source level: Not read

Where the sources conflict

Car age

  • Commerce Ministry page

What it says: Under 10 years from year of manufacture. Older cars go to the Vehicle Committee

    Level: Official, undated

  • Al Sharq citing Al Anba; Berwaz

What it says: Decision 59 of 2010 amended on 23 Feb 2021, from 5 to 10 years, with exceptions

    Level: Press

  • YallaMotor; relocation guide

What it says: Up to 5 years, counted from first registration or from the date on the plate

    Level: Guides, search excerpts

  • Arab Times

What it says: New rules on used vehicles cancel earlier Kuwaiti technical regulations and take effect 6 months after gazette publication. No age limit stated

    Level: Press, 2025-11-24

Our reading: the 10-year line is the one official text we found, but it is undated. Whether the November 2025 rules changed it, we could not find. A new car is inside both limits; this matters for a used one.

Who can import

  • Commerce Ministry page

What it says: The licence gives "individuals and licences" the right to import; the condition reads "citizen and companies", one vehicle every two years

    Level: Official, undated

  • Expat Focus

What it says: Only Kuwaiti nationals may import for personal use

    Level: Guide, search excerpt

  • Other shipping guides

What it says: A registered company with a valid import licence, or an employer acting for an employee

    Level: Guides

Our reading: a citizen or a company fits the ministry text. A non-Kuwaiti resident is not named there. Ask the ministry before you buy.

GCC specification and agents

The GSO regulation bars cars that do not comply from import or sale, has the manufacturer submit a certificate for each type, and puts the duties on the importer where there is no agent. The Kuwaiti service page ties the release to a certificate linked to the GSO conformity certificate. Our reading: a private buyer cannot create that certificate, so a China-market car outside the maker's certificate has no clear path. No Kuwaiti text we found names China-market cars. How GSO applies to a used electric car: not found.

Law 13 of 2016 removed the exclusivity requirement for agents (US Commerce), and Article 4 says imports are not confined to an agent, even an exclusive one (Oxford Business Group, quoting the law). We did not read the full law and found no ruling on cars.

Registration, charging and port

The Interior Ministry's traffic rules for an imported electric car: not found. Kuwait approved a charger regulation that runs to December 2030; its connector type we did not find. One study counts 781 electric cars registered at the end of 2024 (search excerpt), so ask about service and charging near you. China-market cars charge on GB/T. Check the inlet before you order. Vehicle carriers use Shuwaikh (press, search excerpt).

Models to ask about

China guide prices, not delivered prices. All are pure electric. The prices are for China-market cars. A GCC-spec version, where one exists, is a different car.

  • Aion V

    Type: Battery-electric

    China guide price from: ¥109,800

  • XPeng G6

    Type: Battery-electric

    China guide price from: ¥176,800

  • NIO ET5

    Type: Battery-electric

    China guide price from: ¥298,000

Send your country, model and version through the inquiry form. We tell you whether we can supply that car before any contract.

How an order works

  1. Confirm with the Commerce Ministry that you qualify for the licence, and that you have not used your two-year allowance.
  2. Ask the Public Authority for Industry which certificate it needs for that exact version.
  3. Get a written quote from the export company named in the contract, with the GSO certificate for the version.
  4. Sign the contract. Nothing is paid before it is signed, and payment goes only to the company account on the invoice.
  5. Get the licence, file for the technical evaluation and release, clear customs, pay the duty assessed, then ask the Traffic Department what it needs to register the car.
