How to import an electric car from China to Ethiopia (2026)

Questa pagina è in inglese.

Checked 30 Oct 2026. Craveuo sells new-energy vehicles FOB China through authorised exporters. We do not handle destination customs, so use a licensed Ethiopian customs broker.

Short answer

Only electric cars: Ethiopia has banned petrol and diesel car imports since January 2024, and we could not confirm whether plug-in hybrids or range-extenders may enter. Importers need a Ministry of Transport and Logistics qualification, so most buyers go through a qualified local importer. Customs duty on a fully built electric car has two reported figures: 15% (allAfrica, 2026-02-22; Bloomberg via Energy Connects, 2026-02-18) and 20% (Addis Insight, 2024-11-14; IEA). We found no customs text, so the customs notice or a licensed broker decides. Ethiopia took about a third of the 44,358 Chinese electric cars Africa imported in 2025 (AP via WTOP, 2026-05-08).

Who can import

  • Vehicle importers need a ministry qualification. The Ministry of Transport and Logistics notified new criteria on 23 Jul 2025 (Capital, 27 Jul 2025).
  • Companies must have their own service garages and at least two charging stations, and meet battery-safety and English-software requirements. Older qualifications had to be reassessed. Importers contested the rules, and we did not check how they apply in 2026.
  • An EV24.africa guide mentions private import (Aug 2026). That is a vendor page, and individual eligibility is to be confirmed.
  • Many buyers therefore purchase through a qualified local importer.

Drive side, age, EV-only

  • Left-hand drive is required (EV24.africa).
  • Petrol and diesel passenger-car imports have been banned since Jan 2024.
  • Only battery-electric cars are safely importable. Hybrid and PHEV status is unclear: one guide says they are banned, while a policy database mentions duty-free hybrids. To be confirmed, so do not assume they are allowed.
  • We found no official used-car age rule. Buy new or zero-mileage.

Duties and taxes (estimates)

Customs duty on fully built EVs is reported as 15% (allAfrica, 22 Feb 2026; IEA policy entry) or 20% (Mobility Rising, 15 Nov 2024; EV24.africa, 19 Aug 2026; the same IEA page notes a 2024 rise to 20%). EV24.africa adds 3% withholding. VAT is reported as exempt (IEA) or 15% (EV24.africa FAQ). The current rate is to be confirmed.

Worked example on a USD 30,000 CIF BEV:

  • 15% duty, VAT exempt: about USD 4,500.
  • 20% duty + 3% withholding, VAT exempt: about USD 6,900.
  • 20% duty, 3% withholding, 15% VAT on CIF+duty: about USD 12,300 (VAT 5,400 is a rough assumption about the VAT base).

Excluded: inland transport, clearance fees, plates (EV24.africa quotes ETB 44,500). Confirm with a licensed customs broker.

Certification, registration, documents

  • Commercial invoice, bill of lading, certificate of origin (preference to be confirmed), VIN and specifications.
  • Battery: the battery must meet an international safety certification (Capital, 2025), so ask your exporter for battery certificates.
  • Head unit: vehicle software must be able to run in English. Choose export-version cars.
  • Importer ID and TIN, customs clearance, then registration, a safety and battery inspection, and plates (EV24.africa).
  • Authorised-export paperwork matters. In 2023 Ethiopia suspended imports of Chinese-built Volkswagen EVs after a complaint (The Reporter, 15 Jun 2023). Brands with a local official agent may face objections.

Shipping

Sea freight to Djibouti, then truck or rail to a dry port such as Mojo, then on to Addis Ababa. EV24.africa estimates 20-35 days including inland delivery, plus 1-2 weeks of clearance if the paperwork is accurate.

Payment and fraud

  • Foreign exchange is tight. The birr was floated in July 2024 (The Reporter, 17 Aug 2024). A May 2026 central-bank directive (FXD/05/2026) moved letter-of-credit approvals to commercial banks. We could not read the PDF, so this is to be confirmed.
  • Terms (telegraphic transfer or letter of credit) are agreed in the contract.
  • Do not pay any deposit before a signed contract.
  • Verify any change in bank details by phone with a number you already hold.
  • Pay only to the seller's account in the seller's name.
