How to import a Chinese electric car into Canada (2026)
Questa pagina è in inglese.

Quick answer
For a private buyer, the realistic answer is no. Two separate gates apply, and a China-market car fails both. Under the safety rules, a car under 15 years old built for a market other than the US or Mexico is not eligible for permanent import, and it cannot be modified to comply. Under the trade rules, every Chinese electric car has needed a shipment-specific permit since 1 March 2026, and permits go to electric-vehicle makers or their appointed Canadian agent. The 100% surtax has ended, but that does not open a private route.
Key facts
100% surtax
Removed from 1 March 2026. CBSA says these imports "are no longer subject to a surtax"
Duty with a permit
Without a permit
"Prohibited". Once the quantity is used, no more permits are issued
Year 1 quota
49,000 cars, rising 6.5% a year. The year runs 1 March 2026 to 28 February 2027
Used so far
16,206 used, 32,794 left, official count updated 30 October 2026
Current period
1 September 2026 to 28 February 2027: 24,500 plus unused volume. A law firm puts the carry-over at 8,897

Some third-party sites still say cars above the quota pay 100%. We found no official text that says this. The official texts we read say no permit means no entry.
Who can get a permit
The permit holder must be a Canadian resident and an electric-vehicle maker or assembler. A maker outside Canada can appoint a Canadian-resident agent as importer. A law firm reads this as meaning independent dealers generally need the maker's appointment, and an individual who is not a maker does not appear to qualify. Notice 1168 mentions no personal-use exemption. Temporary imports for testing or demonstration also need a permit.
Global Affairs Canada says it may set aside part of the quota for makers, including new entrants. It is also consulting companies on how the rest is used, according to a trade site.
Remaining numbers do not mean open access. Tesla paused orders for its China-built Model 3 Premium in October 2026, saying it had used up its quota, although about 67% of the year's count was still unused.
Safety rules: what each route means
New, China-market version
Not eligible for permanent import. It is grey-market if under 15 years old
Used, under 15 years, from China
Not eligible. Customs Tariff item 9897.00.00 also prohibits used cars from countries other than the US or Mexico, subject to exemptions
15 years or older
Outside the safety Act, declared on Form 1 with no RIV registration. Proof of age is needed. Not relevant to current models
New, built to Canadian standards, bilingual compliance label
Can be imported if bought directly from the maker, not a dealer. Form 1 applies. An importer not on the Appendix F or G lists needs a VIN-specific Transport Canada number, requested 4 to 6 weeks ahead. The quota permit is still needed for a China-origin car

The Registrar of Imported Vehicles (RIV) does not help here. It is for US and prescribed Mexican vehicles. New Canadian-specification cars do not qualify for it, and cars from other countries generally are not registered in it.
Transport Canada warns that importing a non-compliant vehicle is a criminal offence. Such cars are denied entry and detained, and the importer pays storage and disposal. Its importing page is dated 2018 and says it has no legal force, so confirm with Transport Canada (mvs-sa@tc.gc.ca) and rely on the Act and Regulations.
Connected-car rules
We found no Canadian rule that restricts Chinese connected-vehicle software or hardware. As of June 2026, a federal document reported by The Canadian Press said the government was still assessing whether more tools are needed, and pointed to Transport Canada's 2020 cyber security guidance, which that report describes as technology-neutral principles and best practices. Industry and security voices quoted in October 2026 said such rules do not exist yet. This could change, so check again before any order. A US rule is a separate matter and does not apply in Canada.
Taxes after the duty
CBSA Memorandum D19-12-1, last changed 2 September 2026, lists GST, provincial tax or HST paid at licensing depending on the province, and a CAD 100 air-conditioning excise tax. We did not build a total for one car, because it depends on the province and the value for duty.
Models to ask about
China guide prices, not delivered prices. All are pure electric. These are China-market versions. We found no source showing that any of them meets Canadian standards, so the rules above stop a private import of them.

Send your country, model and version through the inquiry form. We tell you whether we can supply that car before any contract.
How an order works
- Ask the maker whether the exact version is built to Canadian standards and carries a bilingual compliance label. If it does not, stop here.
- Find out who holds the quota permit. It must be the maker or its appointed Canadian agent.
- Confirm the Transport Canada route and Form 1 with a Canadian customs broker.
- Get a written quote from the licensed Chinese export company named in the contract, and check origin and build date.
- Sign. Nothing is paid before it is signed, and payment goes only to the company account on the invoice.
