How to import a Chinese electric car into North Macedonia (2026)

Quick answer

North Macedonia's customs service answers this question directly: an electric car from China pays 5% duty and 18% VAT. Pure-electric cars are outside the motor vehicle tax. A car whose type has no EU or national approval needs single-vehicle approval, and an owner can apply. The trap is the order. You pay customs first, and the conformity check comes after. If the car fails, you cannot register it.

Key facts

  • Customs duty

Pure electric: 5% of invoice value plus transport and handling (Customs FAQ, undated)

Note: 0% applies with proof of EU preferential origin, which a China-built car will not normally have

  • VAT

Pure electric: 18% on customs value plus duty (Customs FAQ)

Note: We found no EV relief

  • Motor vehicle tax (DMV)

Pure electric: Not charged on cars running only on electricity (Customs explanation, 2020)

Note: PwC (search excerpt, not opened) and a commercial calculator agree. Plug-in hybrids are treated differently

  • Eco fee

Pure electric: 3,000–5,000 denars on used passenger cars (Customs FAQ)

Note: Older answer. Check the current amount

  • Subsidy

Pure electric: Announced at times, not confirmed (commercial site)

Note: Do not count on it

The EU's extra duties on China-built cars (Regulation 2024/2754 (search excerpt, not opened)) do not apply. North Macedonia is not an EU member.

Single-vehicle approval

The Law on Vehicles, Article 17, sets the process. It applies to a vehicle whose type is not approved under harmonised EU rules and has no national approval. That describes a China-market car.

  • The manufacturer, its representative, or the vehicle's owner applies through an authorised technical service.
  • The service inspects the papers and sends a finding to the approval authority.
  • The authority decides within 15 working days of the finding. A refusal can be challenged in court.
  • The technical service then issues a conformity certificate on a numbered form, used for registration.
  • The applicant pays the costs.

The law leaves the required documents to a rule from the economy minister. We could not read the current version. Older pages from technical services name the Bureau of Metrology as the approval authority, and a commercial site says a CoC makes the process simpler (search excerpts, not opened). We did not find which UN regulations a China-spec car must prove.

Why the order matters

The customs FAQ warns that clearance and payment come before the technical conformity check. If a car does not meet the conditions, the importer cannot register it and faces the cost of sending it back. So check first. It sends readers to the Bureau of Metrology for approval questions.

We read that as the most important line in this guide. Before you sign, send a technical service the version details and the papers you can get, and ask for a written view.

Other limits

  • Used cars

Duty, VAT and eco fee apply. A commercial site (search excerpt, not opened) says Euro 3 and below are not allowed. We found no official text, and it does not address cars with no tailpipe

  • Eco category

The Law on Vehicles places electric cars in the first ecological category (law)

  • Private import

The law lets an owner apply for approval. We found no separate ban on private buyers

  • Steering

No rule found. China-market cars are left-hand drive

  • Charging

No official connector rule found. Ask which port your car has

Send your country, model and version through the inquiry form. We tell you whether we can supply that car before any contract.

How an order works

  1. Ask a technical service whether the exact version can pass single-vehicle approval, and what it needs.
  2. Ask the exporter for manufacturer data, and a CoC if one exists.
  3. Sign with the licensed Chinese export company. Nothing is paid before it is signed, and payment goes only to the company account on the invoice.
  4. Clear customs, paying duty and VAT.
  5. Apply for approval through the technical service, then register the car.
