How to import a Chinese electric car into Azerbaijan (2026)
Diese Seite ist auf Englisch.
CRAVEUO EV Export · Sources last checked 2026-11-01 · General information, not legal advice. We do not clear customs in Azerbaijan. Nothing here is a promise or a quote.
Quick answer
The main change for 2026 is tax. Azerbaijan's VAT exemption on electric cars has ended, so 18% VAT now applies to a pure-electric car, according to the customs chairman, the State Tax Service and the US State Department. A pure-electric car up to 3 years from production has paid 0% duty since a 2022 Cabinet decision, and one 2026 report casts doubt on that, so confirm it. Cars over 10 years old are barred. We found no Azerbaijani rule aimed at Chinese cars. The new limits on exports outside makers' channels come from China's side.

Our reading: VAT applies. We did not read the enacted Tax Code. Treat the seller page as out of date unless a broker shows you otherwise.
The Modern.az line also mentions customs duty. APA and the dealer guide keep the 0% duty for cars up to 3 years. A 2022 report gives no end date. We could not read the current text of Decision 411, so ask your broker which rate applies on the day. A dealer guide gives the VAT base as customs value plus excise. Ask your broker whether duty is added.
New rules for Chinese cars
We found no Azerbaijani rule in 2025 or 2026 that singles out Chinese or electric cars beyond the tax change. The rules that changed are Chinese:
- Pure-electric passenger cars have needed an export licence since 1 Jan 2026 (China's State Council Information Office). Ask the export company in your contract to show it.
- An Azerbaijani economist reports that a 29 Sep 2026 Commerce Ministry document ties 2027 licences to proof of overseas service, and that since January 2026 a car under 180 days registered in China needs the maker's after-sales approval to go abroad as used (Sia.az, commentary, 2026-10-12). We did not read the document.
Customs figures show the market moving: 680 pure-electric cars in January to September 2026, against 1,559 a year earlier (press). The report gives no reason.
Conformity certificates and the traffic police's rules for a China-market electric car: not found.
Charging
We found no official connector rule. Community listings show GB/T and CCS at the same roadside sites, and a 120 kW GB/T unit on a grid-company site. The Central Bank counted 184 stations at the end of 2024. Check the chargers on your own routes.

How an order works
- Ask a licensed Baku customs broker for the duty and VAT on that car, at its production date.
- Check the production date: it decides the 3-year duty line.
- Get a written quote from the export company named in the contract, and see its export licence.
- Sign the contract. Nothing is paid before it is signed, and payment goes only to the company account on the invoice.
- Clear the car, pay the taxes assessed, and register it with the traffic police.
