What the end of the quota means
The article reporting the end of the quota gives no date it ran out and no limit per person. If a further quota opens, the entitlement document comes from customs (Economist.kg, 2026-01-22). Check with a broker before you sign, because the duty changes the delivered cost.
Can the car be sold on?
A car imported under the quota may not be transferred to citizens or permanent residents of Russia or Kazakhstan, or to companies formed there. Customs has found five such cases (Eurasian Economic Commission; Economist.kg, 2026-09-22).
